EUR 77.6 Million Insufficient for Construction of Cika Daca Stadium in Kragujevac? – Contractors Asking Prices Higher Than State’s Estimate, Tender Halted

The Ministry of Public Investment has halted the tender for the services of the preparation of the main design, the works and the services of the preparation of the as-built design for the Cika Daca stadium in Kragujevac, because all the submitted bids exceed the estimated value of the public procurement and the available funds.

The commission, as added in the decision, has concluded that the conditions for adopting the decision on the awarding of the contract are not met.

Bids by two groups of bidders were sent in response to the tender.

The group of bidders consisting of Almis Company doo, DHC Inzenjering doo Beograd, Ozeblin doo Veternik, ECO Construction GAT doo Novi Sad, MIO Company doo Novi Sad, Ortel doo Cacak, Premijus doo Beograd-Zemun, Rade Sedlar Pr Geodetski biro NS GEODET Novi Sad and Tehno Inzenjering 1992 doo Novi Sad, offered a price of RSD 13.8 billion without the VAT, that is, RSD 16.5 billion with the VAT.

The bid of the group of companies consisting of AB & CO doo Novi Sad, ASIP Prevent doo Novi Sad, Berger Group doo, Ekonomistelektro doo Beocin, MG Investment 2020 doo Krusevac, MPP Jedinstvo ad Sevojno, Roaming Smart Solutions doo, TRON TEX Aluminium doo and TRON TEX doo Novi Sad, although slightly lower at RSD 13.2 billion without the VAT, that is, RSD 15.8 billion with the VAT, is still higher than the estimated value.

Let us remind that the estimated value of the works is RSD 9.1 billion (around EUR 77.6 million) without the VAT.

The tender envisaged that the deadline for the completion of the obligation under the contract could not be longer than 1,280 calendar days, that is, three and a half years.

The urban project, which was prepared in 2020 by PRO-ING from Novi Sad and which was commissioned by the City of Kragujevac, envisages for the new stadium to be built in line with the UEFA rules for stadium infrastructure for sports facilities of Category 4, with a capacity of up to 19,950 spectators.

It is also planned for it to have three auxiliary courts with stands, three canopied inflatable courts and administrative and commercial facilities.

The project envisages for the stands to be canopied, and night lighting is planned as well.
