Works on National Stadium estimated at over half a billion euros

The state has estimated the value of the works on the construction of the National Football Stadium and the side features in Surcin at EUR 515.5 million, that is, RSD 60.8 billion. This information is in one of the documents that the Ministry of Finance has filed along with the request on the necessity of the Environmental Impact Assessment of the project.

In concrete terms, the document titled “A Technical Description of the Architecture” says that the estimated investment value of the works for the construction of the National Football Stadium (with side features) in the territory of the urban municipality of Surcin in Belgrade is precisely RSD 60,838,563,782, that is, EUR 515,581,049.

The proposed location for the National Football Stadium is in a (for now) rural area outside the center of the Surcin settlement. In the location along the E75 highway, south of the Surcin-jug interchange, the complex of the future National Stadium is planned, with parking lots and the accompanying infrastructure, the documentation says and adds that the total area necessary for the stadium is four hectares. The parcel is located on the periphery of Belgrade, 15 kilometers from the city center and five kilometers from the Nikola Tesla Airport.

– Big, rural and unpopulated areas provide the possibility for the raising of additional structures around the stadium, such as shopping malls, restaurants, residential buildings, in the future new projects of urban development near the stadium – says the document.

In mid-July, the Ministry of Construction, Transport and Infrastructure of Serbia issued the location requirements for the phase-based construction of the stadium. The first phase entails the execution of the preparatory works, earth works, as well as works on the foundations (piles, the foundation slab and the installations beneath the slab), whereas the second phase entails the construction of the exterior, the parking areas and the traffic routes and the construction of the aboveground part of the facility.

In the initial budget in 2023, RSD 7.7 billion was planned for the construction of the National Stadium, but the budget revision increased that amount to RSD 12.3 billion.

In the 2024 budget, RSD 13 billion is planned for the National Stadium, and the same amount is planned for 2025 and 2026 each.

Let us remind that Serbia will take out a loan of RSD 42 billion (around EUR 358.8 million) from Banka Postanska stedionica for the construction of the National Football Stadium with access roads. That can be seen from the bill by which that the National Assembly is supposed to approve this financing, and which is currently in the parliamentary procedure.
