Green island of the City of lights How environmental settlement without containers with electrical cars and urban gardens was built (PHOTO)

City life and rural enjoyment in the heart of the urban area, with peace and scents of summer house from the province is how the Parisians in the Les Docks de Saint Ouen will live like at the cost of the Sena, near the city center – an eco block on 100 ha is ready for the first residents.
While Belgrade is hoping to get its first environmental settlements soon , eco-blocks are well known concept in France.eKapija had a change to visit Parision environmental block Les Docks de Saint Ouen and to see it for itself how the “environmental life” with bees under the trees, garden tool and a bike as the main transport means and convenient square meters prices (in the most modern facilities), metro and vicinity of the city will look like.
The works were entrusted to Sequano Amenagemen which is in charge of the management of the entire Les Docks de Saint Ouen through public-private partnership. Increasing the quality of life in the urban area respecting environmental standards are the basic principles the environmental block is based on.
Although the construction has just begun, a part of the work has already been completed so we got the chance to visit the first facilities in the settlement.
"The green lungs of the city-Grand park" was opened in late 2013.Last year, the first public facility, PEF school was finished and it was planned to be energy zero school.
In the beginning of the year, Les Docks de Saint Ouen got the first flats and the plan is to built around 2000 flats by 2017.
How a city in the city was built?
The space where Les Docks de Saint Ouen takes almost the quarter of the entire Ville de Saint Ouen municipality.It all started in 2007 when the local self-governance decided to revitalize the area.The plan was to provide to citizens of local community real estate under favorable circumstances (with lower costs of living) but also to attract new residents and companies which would operate here. All that having in mind environmental principles and energy savings.

The local self-governance in 2007 made partnership (a kind of a concession) with Sequano Amenagement which has extensive experience in development of urban blocks in France.
The Les Docks de Saint Ouen project was supported by the state through the program of environmental blocks development in Ile-de-France. The state funds the construction of all public facilities
The environmental block will be finishd by 2025 and until then a total of some EUR 657 mil will be invested in it.Romain Faure from Sequano took us on a tour through the Les Docks de Saint Ouen.
Underground waste tunnels, electrical cars, bike renting, etc.The environmental block has specially designed waste collection system
integrated with the distance heating systems. All buildings are connected with pneumatic
network which inhales waste from buildings so there is no need for containers.
Apart from that, other alternative sources such as geothermal energy, will be used.
"Grand park" was completed in December last year. Apart from different playground, skate parks, outdoor stages, recreation stages and other entertainment facilities, gardens and public nursery makes it particularly interesting.
The facility opened a few months ago and workshops, meetings, exhibitions are held here.
Energie zero school
Salwa Mikou from Mikou Studio Paris who designed the school took us on a tour round the newly opened PEF school,
The facility on some 4.900 square meters was built a year ago and it hosted its first kids a few months ago. Apart from primary school participants, a kindergarten and a pre-school institution was placed here. The school produces electricity thanks to solar panels on the roof (more than 760 panels). Surplus electricity is donated to other users in la Ville de Saint-Ouen, Salwa Mikou explained us.
Limited square meter price
Numerous architects were in charge for the design of residential and business buildings. High energy efficiency standards are the thing they have in common.
Although every sale of building is promoted by the company which builds, the municipality signed the contract on limited prices at the beginning. Maximal square meter price was defined in the beginning which is somewhat lower than the market price. This way, citizens of Ville de Saint Ouen are enabled to get to real estate under favorable circumstances.
After touring the block, we set out to travel in the late afternoon. It was crowded with kids and expert meeting was starting in garden area. Although many things were interesting, we are not hiding that Grand park was enchanting.

Although Belgrade, taking into account what it has, cannot easily be compared
to Paris, we hoped that one day this kind of green islands will emerge from
some of our urban wildernesses.
