Veljko Milkovic, academy member of SAIS – Two-stage mechanical oscillator produces much more energy than standard systems, water pumps and ore grinders are already made according to that principle

Nikola Tesla announced that, with time, forces like gravity and magnetism would be used to power machines. In 1900, Tesla said that it would be possible to use gravity for that purpose, but only in text, whereas I’ve put it in practice, points out the researcher and inventor Veljko Milkovic, a member of the Serbian Academy of Investors and Scientists (SAIS), who has been active in research for a full seven decades.

One of Milkovic’s most famous inventions was made in the field of the application of mechanical energy, namely, the two-stage mechanical oscillator, which he has patented, and with which he proved that the output energy can certainly be higher than the input energy. When it comes to his two-stage mechanical oscillator, the output energy produced is 12 times as high as the input energy.

– When it comes to energy, it is believed that we can only lose it, that is, that the input energy is always higher than the output energy, that no more energy than the input amount can be produced. With this two-stage mechanical oscillator, output energy higher than the input energy is obtained and that is an unprecedented historic event. Here, energy comes from nothing else but gravity. We have a small input, and a much bigger product. If I am not right about the two-stage mechanical oscillator, all someone has to do is bring a rotational device and I’m giving up. However, since 2010, there has not been a rotational device, there was even an award of RSD 100,000, and then I increased the award to my whole property and nobody responded, so we stopped the whole award thing. It lasted for a total of seven years and absolutely nobody applied to prove otherwise – says Milkovic.

As he says, his associates can confirm all this.

– My associates and I have had plenty of consultations with numerous experts. There have been numerous tests, a huge difference has been obtained and it has been determined that, with the help of this oscillator, which has been perfected in the meantime, 12 times more output energy is obtained than the input energy, as the measurements have shown. Two measurements have also been done at the Faculty of Technical Sciences in Novi Sad and it has been fully proven. Scientists have also provided their opinions regarding the oscillator, saying that it produces much more energy than the systems which are otherwise used. I came to this idea independently, not knowing that Tesla had announced that something like that would become possible with time – points out Milkovic.

As he points out, he has done countless tests, visited shops selling bicycles, technical goods, he has spun many wheels, so as to make sure that the result was not obtained on a small number of samples.

– I wanted to make sure in all ways that, if the two-stage mechanical oscillator was not more efficient than the rotating devices, not to bother with it. That even goes for the investors who are interested in investing in it – to test, if we are not on the right path, then let’s not do anything, and if we are, let’s continue – says Milkovic.

His research work and patents are recognized in the world. Some scientific works, graduate and post-graduate papers, cite Milkovic’s findings, and some companies in India, China and South Africa have also started implementing it in practice. But in Serbia, as he says, he is still being disputed.

– It is applied here to a very small extent. There are very few people who have agreed to consider it, or they are passive. There are a few who are constantly disputing these findings of mine. The only thing I’m asking is for them to bring me a rotation device that would dispute my inventions and if that happens, I will admit it and move on to another topic. But nobody has done that yet. I’m not going to be bored even if somebody disputes that, because I have other inventions as well, but this is the one whose success they find it most difficult to forgive. When it comes to application in the world, water pumps and ore grinders are already being made using the principle of the mechanical oscillator. Especially in China, because that country has plenty of mines. Then there’s South Africa, where grinders which work according to that principle are also used. Old grinders use a lot of energy, so the ones which use the principle of a two-stage mechanical oscillator are much more efficient. There’s another, wider application, when it comes to, for example, turbines. I invite everybody interested who wants to be a partner for us to do something here in Serbia about that practical application, to not let them steal it from us. In any case, there’s more and more talk about new technologies, all of which require electricity. For example, artificial intelligence also consumes a lot of electricity – points out Milkovic.

When it comes to the practical application of his tools and inventions, there have been offers from certain investors from abroad to continue working together on implementing the principle of the two-stage mechanical oscillator in practice and production.

– Some people have even invited me to work together, but I have told them that my health is not the best. For example, I have had one such invitation from an industrialist from South Africa, who said that he would invest the money and that I should go over there so that we could work on it. But I told him that I was not up for that kind of travel, that I was also dependent on aides… If I were healthy, it would be different… There’s also an investor from the Middle East who wanted to invest USD 1 million, whereby we would work on it under his control, but I told him as well that I couldn’t travel that far.

Among those who have started applying the principle of the two-stage mechanical oscillator, he adds, there are those who acknowledge the source of the information and those less honest ones, who don’t.

– But regarding that, I already have proof that I am being stolen from – points out Milkovic, who strives to protect, that is, patent, each progress and innovation in his research.

Veljko Milkovic currently owns slightly under 120 inventions from various technical fields and 31 approved patents, some of which have been in application for several decades, and one of which is in the registration procedure.

– I am trying to protect them. The problem with patents is that, if somebody makes more than 30% changes compared to what’s patented, they can get a new patent. There are those who mention me as a co-author of their inventions, even though I didn’t directly participate in it, but they were inspired by my findings. But there are also those other cases, although they visited me for consultations. There are plenty of foreign companies here which have taken my findings and results from the internet and are now working on their own. Since I am still working to upgrade what I have patented, it would be nice if we could negotiate, so that I can have some say in the matter. I am not looking to profit, that is not why I am doing this, my earnings are solid. This is my only vice, I don’t smoke, don’t drink… – emphasizes Milkovic.

His mechanical oscillator was pronounced one of the 100 best energy technologies in the world back in 2006 in the USA, as chosen by the New Energy Congress (USA). Some American professors even visited Milkovic.

– However, the work on this oscillator was accompanied with some strange events. For example, 2005, the first measurements were being done at the Faculty of Technical Sciences in Novi Sad, when it was determined that the oscillator produces twelve times more output energy than it gets input energy, but on the basis of gravitation, and not from nothing. The problem with gravitation is that it is a force, but not an energy, and here it was turned precisely into energy. Professor Slobodan Milovancev did several measurements and gave his opinions about it, but then another professor requested for professor Milovancev to be penalized, because he had allegedly not been supposed to do the measurements. Instead of stimulating it, having it be a discovery to the pride of Novi Sad, even inciting additional control measurements, he asked for a penalization, he asked for his title to be taken away, but luckily, he did not succeed. Furthermore, numerous attacks regarding the oscillator, although there are not many of them, are based on nothing, without any desire for the claims to be supported by practice.

In addition to working on the two-stage mechanical oscillator and its further perfecting, which he is very dedicated to, the other field of Milkovic’s work are self-heating ecological houses. This is an innovative concept of passive solar construction which enables enormous savings on energy for heating, cooling and lighting. He got the inspiration for them while exploring the Petrovaradin Fortress.

– I have been researching since childhood, and the fortress was the only nearby object which captured attention with its numerous legends. People would say that Marie Therese’s treasure was there, that there was a tunnel beneath the Danube, as well as a big snake. It was all a big challenge for me. I then realized that, in the fortress, in the passageways, the tunnels, there was a pleasant shade in the summer and that, in the winter, it was warmer compared to the external temperature, because of the protection in the form of layers of earth as a natural insulator. So, quite a balanced temperature. So, I came to the idea to design a house with this natural insulator. One such house has been built near Novi Sad, and several have been built in Serbia. They are invisible houses, covered with earth on all sides, except in the front, where the windows and the doors are. On one side, we have a natural insulator, and on the south side, solar energy is used to the maximum in the cheapest way. For 30 years, a local engineer has lived in one such house. It’s proven in practice, then. Before that, I made a prototype of the house on my parcel, to see how it works in the summer and the winter. On one hand, we are saving energy, and on the other, we produce energy, we have more efficient heating and cooling compared to the standard way of construction.

As he points out, there is plenty of interest in this system of the construction of buildings, because it can be applied on agricultural and tourism facilities as well.

– The Zdravkovac bungalow is already implementing this in tourism, and I thank them for mentioning me as the creator of the concept. They built it according to my initial project, and in the meantime, I upgraded those houses with a version with solar panels. I am also working on further improving that house, certainly. An architect has also designed a winery according to that principle. He consulted me about it, but I don’t know how far the project has progressed. When it comes to application in agriculture, we know that cattle consume a lot of food in the winter, so if the building is warm, the consumption reduces. There is a diagram in the technical encyclopedia showing exactly how much is saved on food if, for example, the pigs are in a warm space. Here, the warmth is obtained for free, because the earth conserves it in such facilities – says Milkovic.

The ecological house has already made it into some schoolbooks, for example, Housing Hygiene. For this house as well, Milovic got a patent.

– What is a patent? A technical solution to a problem in a new way, where a minimum of 30% has to be new, it has to be technically feasible and not utopistic. I had problems proving that the oscillator is technically feasible, and finally I got a patent that confirms precisely that. What’s interesting is how it’s valued. A defended PhD dissertation is worth six points, in any field, and a recognized patent is worth 12 points. And if the patent has been applied, additional points are earned, which I also got as the application is there – says Milkovic.

As for the application of the patents, he reminds that everything is regulated by contracts, regarding the percentage if somebody decided to implement it.

– But, as I’ve said, my goal is not to profit from it. The only thing I’ve earned is from the participation in some research projects, where I got authorial fees. My primary goal is for it to take root, to be applied – emphasizes Milkovic.

From history studies to physics, research and inventions

Veljko Milkovic was born in 1949 in Subotica. Since 1952, he has lived in Novi Sad. He sustained a severe injury when he was a teenager, which is why he had to put his education on hold for six year, which he spent either in hospitals or in rehabilitation. Then, having been legally taken care of (similar to the status of a war-disabled combatant), the question was what do about his education next, where to graduate from.

– I was interested in some aspects of history, like archaeology, and I passed the exam at first. Through a series of circumstances, as a young inventor, I got a series of awards, and then professor Zivojin Culum, after whom a students’ home is now named in Novi Sad, invited me to join the Association for Solar Energy, which was then being founded. He saw that I was doing serious work as a young inventor, so he asked me why I had enrolled in the Faculty of Philosophy. I told him that I would master those parts of physics that I was interested in from books. Professor Culum then introduced me to research projects… I was at the faculty with all those professors, I was listening to their opinions, learning from them. At the same time, I had the opportunity to talk to physicists, such as Bratislav Tosic. We discussed, on equal footing, the fields that interested me. I was interested in mechanics, and not nuclear physics. When it comes to what interested me and what I am working on, I also have published works at scientific gatherings. My journey has been a bit unusual, but it is what it is… – says this SAIS member.

Milkovic has authored or co-authored 18 books, brochures and other publications, some of which have been translated in several world languages and based on which several feature and documentary films have been made. He has taken part in around thirty scientific gatherings and he has also participated in several scientific research projects.

Multiple awards for his work and inventions

For his decades of work and dedication to research and science, Veljko Milkovic has received numerous acknowledgments in the country and abroad. For his extraordinary contribution and innovations in the fields of ecology and energy, 22 years ago, he got the November Charter of the City of Novi Sad, and he also got the gold medal of the Novi Sad Fair for the hand-operated water pump with a pendulum. His self-heating ecological house got the national Energy Globe Award 2009 for the Republic of Serbia in 2010. Several months ago, the Tesla Science Foundation handed out awards for the promotion of the life and work of Nikola Tesla, with Veljko Milkovic among this year’s winners, precisely for the realization of Tesla’s vision of the use of gravity to power machines.
